Statement by Andrii Biletskyi on recent Russia’s actions
Ukraine must start enriching uranium in response to the unpredictable actions of the political leadership of the Russian Federation.
Vladimir Putin announced that Russia would suspend an agreement with the US on the disposal of surplus weapons-grade plutonium and actually froze the process of global nuclear disarmament. The aggressor claims that it will consider a resumption of the accord only if several conditions are satisfied, including the repeal of the Ukraine Support Act of 2014.
The prevailing situation transforms Ukraine into a bargaining chip for world powers and creates additional risks to our political and defense strategy.
These facts prove what we have always known: Ukraine is neither an object of Russia s interest, not an actor of world politics It’s simply a target.
Russia rewrites history and spreads lies about Ukrainian national liberation movement, thus knowingly discredits Ukraine in the world.
Demanding the lifting of sanctions and compensation, Russia rewrites reality and sows doubt about the necessity for the existence of Ukrainian State in its natural boundaries.
In order to minimize the existing risks, we need to take the following steps:
1. Ukraine must return to the "Nuclear Club". The Budapest Memorandum exhausted itself after Russia s annexation of Crimea and occupation of Donbas. There is no sense in adhering to its principles anymore. We must defend our rights within the framework of the Nuclear Non-Proliferation Treaty, taking full advantage of the experience of such countries as India Pakistan, Iran and Israel.
2. Ukraine is not a bargaining chip for world powers. The leader of the aggressor state Putin has systematically degraded and humiliated many millions of Ukrainians in his statements saying that our government is under external control, and the majority of the people professes the ideals of fascism. Today the delirium of this self-loathing lunatic became a real factor in global politics Under these conditions, it makes no sense for the Ukrainian State to continue diplomatic relations with Russia
3. The prevailing situation creates a window of opportunity for our country in the context of revision of provisions and points of the Minsk agreements. Shaking the fragile world order, walking all over the system of international institutions, systematically raises the stakes in the geopolitical confrontation with the US, Russia represents itself to the world as a rogue state and aggressor. All this is happening against the background of the Netherlands having presented to the public the evidence of direct involvement of the Russian government in the murder of 298 civilians as a result of the MH17 Malaysia Airlines plane crash in Donbas in July 2014. These facts should be used by Ukraine for recognition of Russia as an aggressor state by most of the global players. In future negotiations on the Donbas crisis settlement Russia should have the status of a party to the conflict.
Because of the growing threat on our borders coming from the nuclear monster with an unpredictable strategy, I appeal to the President of Ukraine to convene the emergence meeting of the National Security and Defense Council and determine political, diplomatic and military ways to respond to the aggravation of risks on the part of the aggressor.
